CR220 Road Closure Scheduled Dec. 5 - 8
A section of County Road 220 between Knight Boxx Road and Hutchinson Road will be closed from 7 p.m. on Friday, December 5, 2008 until 5 a.m. on Monday, December 8 to improve drainage along this section of CR 220. Please use Old Jennings Road during this closure. For further information call (904) 396-5727, ext. 242.

Discount Tickets Available for 2009 Clay County Agricultural Fair

The Clay County Fair Association has announced that discount tickets are available for the 23rd Annual Fair that will be held April 2 through 11, 2009. The discounted prices are as follows:

Until Dec. 31, 2008: Adults (ages 13-64) $5.00; Seniors (Age 65+) $3.00, Children (Ages 6-12) $3.00

January 1 – April 1, 2009: Adults $6.00; Seniors $4.00; Children $4.00

Regular ticket prices start April 2: Adults $8.00; Seniors $5.00; Children $5.00

Tickets are available by calling 904-284-1615, stopping by the Fair Association’s Office at 2494 S.R. 16 or through the Fair’s website www.claycountyfair.org.


2008 Advanced Disposal Thanksgiving Solid Waste Collection Schedule

Residents whose regular pickup is on Thursday will receive pickup service the Friday after Thanksgiving. Residents whose regular pickup is on Friday will receive pickup service the Saturday after Thanksgiving.

Rosemary Hill Solid Waste Management Facility as well at the Environmental Convenience Centers will also be closed on Thursday, November 27, 2008 in order to observe the Thanksgiving Holiday. These facilities will resume normal operations on Friday, November 28th.

Speed Limit Change
On October 14,2008 the BCC approved a speed limit reduction for a section of CR-218 starting at 1/2 mile south of the Shadowlawn school entrance/signal light and then west past Henley road/CR-739 from 55mph to 45mph. The new speed limit signs will be posted on November 7.

Clay BCC Begins Live Video Streaming of Meetings
The Clay County Board of County Commissioners will begin streaming all Commissioner and committee meetings via the county website on October 28, 2008. Citizens will be able to view live meetings and watch archived meetings by going to www.claycountygov.com/streaming/streaming.htm, or by clicking on the streaming icon located under quick links or selecting “Monthly Meeting Schedule and Agendas” under the BCC Meetings menu located on the left side of this webpage.

Public School Concurrency Effective Date
The Department of Community Affairs has issued a Notice of Intent to find the comprehensive plan amendment to adopt the Public School Facilities Element IN COMPLIANCE. Pending no third party appeals, school concurrency will become effective on Wednesday, October 15, 2008. For further information on school concurrency, please visit the Planning and Zoning webpage.

Preparing for the Broadcast Digital Transition (DTV)
I
n 1996, Congress mandated that as of February 17, 2009 all TV broadcast stations (such as ABC, CBS, NBC, Fox, PBS and Univision) must cease their analog “over the air” broadcast transmissions and begin broadcasting exclusively in digital format. This change is known as the “Broadcast Digital TV (DTV) Transition.”

If you have a TV set that functions with the help of “rabbit ears” or an outdoor antenna and the set is not connected to cable or satellite service, it will stop receiving local broadcast TV signals as of February 17, 2009.

Consumers with analog TV sets can deal with this transition in the following ways:

1) Purchase digital converter boxes to use with their current TV’s (The Government’s DTV coupon allows each household to apply for two coupons for a $40.00 discount off the price of a digital-to-analog converter, which is expected to retail for $40 to $70). These coupons will be good for ninety (90) days from the time of receipt and can be used at electronics retail stores. Please note that coupons are available on a first-come, first-served basis. Coupons can be requested by calling the Coupon Program 24-hour hotline at 1-888-388-2009 or by visiting https://www.dtv2009.gov/.

2) Purchase a new digital TV

3) Connect your analog TV to the service provided by a local cable company or another video service provider.

BCC Seeks Volunteers for Planning District Citizens Advisory Committees (CAC)
Clay County is geographically divided into seven planning districts: 1) Doctor’s Inlet/Ridgewood; 2) Fleming Island; 3) Green Cove Springs; 4) Keystone Heights; 5) Middleburg/Clay Hill; 6) Orange Park and 7) Penney Farms. The Board of County Commissioners and Clay County Planning Commission are currently seeking six to ten volunteers for openings on Citizen Advisory Committees (CAC) for six of the seven districts listed above. The Fleming Island CAC currently has full membership.  If you are interested in participating in the county’s comprehensive growth management plan for the district in which you reside, please submit your application on-line by clicking the above link.

Clay County Division of Engineering Lane Closings:
Week of November 23 to November 29, 2008

CR 220 Roadway Improvements – (Hutchinson Road and Emerald Lane)
Starting November 17, 2008, there will be temporary moving lane closures at Eastbound CR 220 between Hutchinson Road and Emerald Lane, Monday thru Friday, from 9:00 A.M. to 3:30 P.M. Flagging operations for a one lane roadway will be in effect during this period. Expect moderate delays during these hours.

CR220/CR 209 Intersection Improvements –
Starting November 17, 2008, there will be lane closures along CR 220, Eastbound from CR 209 to Chief Ridaught Subdivision, Monday thru Friday, from 9:00 A.M. to 3:30 P.M. Expect delays during these hours.

There will be no closures on CR 209 this week.

FDOT Lane Closures:
U.S. 17/Doctors Inlet Bridge widening between Milwaukee Avenue and Creighton Road (Clay County) No lane closings are scheduled for next week. The projected completion time for this project is the winter of 2010.

S.R. 21 between Goldhead State Park and Keystone Heights (Clay County)
Periodic daytime lane closings may occur at various locations over a five-mile stretch of S.R. 21 for construction of a multi-use path and barrier wall at Lake Brooklyn. The work should be finished in early 2009.

S.R. 16 at C.R. 218 in Penny Farms
Minor traffic delays may occur while a new traffic signal is being installed. The project should be completed next month.

S.R. 21 over Black Creek just south of C.R. 220
Single lanes will be closed in both directions on Monday, November 24 from 9:30 a.m. to 3:30 p.m. for a routine bridge inspection.
